Eastern Corridor Multi-modal Program of Projects
Project Manager
Recipient of ASHTO Context Sensitive Solutions – Best Large Urban Project 2006
Developed solution to a 40 year-old problem of latent travel demand exemplified by circuitous travel patterns resulting from separation of Cincinnati Ohio’s CBD from its eastern suburbs by the Little Miami State and National Scenic River. Solution involved new highway capacity, a new rail transit spine, feeder bus and inter-modal hub system, improvement of local network, safety upgrades, transportation system management, intelligent transportation systems, improved transit operations, including bus use of shoulders, and bike and pedestrian facilities. These transportation investments were reconciled with land use planning in a home-rule environment, support sustained economic development, and emphasize environmental stewardship, resulting in a net benefit to the green infrastructure.
State Planning and Research Project
Successful Grant Applicant and Project Design
Designed study to create a replicable methodology to measure the economic and fiscal impacts of a major transportation investment on local governmental units in Ohio (a home rule state), and translate those net revenue streams (less cost of service) into a financial strategy based on contribution by benefit rather than geographical location.
Interstate 75 Corridor in Hamilton County
Program Manager and Project Coordination
Advanced regional approach to strategic transportation investment, evaluated appropriate level of expansion of key international trade corridor against existing constraints, both financial and environmental. Argued successfully to distribute investment across regional network.
Identified and coordinated development of three study segments, establishing independent utility and logical termini for NEPA purposes. Coordinated traffic projections and public and community involvement efforts.
Interstate 74 Coordinated Ramp Metering Project
Planning Administrator
Administered pilot project to address significant safety and congestion problem on constrained urban corridor not scheduled for major reconstruction in the short to medium term. Integrated state’s first coordinated non-restrictive ramp metering project with existing ITS infrastructure. Designed the public involvement and education program. Simulated results, using CORSIM, suggest a significant reduction in travel variability and improvement in travel times.

Established project selection criteria. Managed $60 million capital investment program and supervised 35 person technical staff. Introduced project management approach to program delivery. Established interdisciplinary teams of planners, environmental scientists, and traffic and design engineers responsible for project definition, development and stakeholder coordination. Established performance measures to validate accomplishment of critical success factors. Integrated preliminary engineering functions and planning to support project selection and environmental review process.
Managed integration of intelligent transportation solutions into planning strategy. Responsible for operation of ARTIMIS program, development of incident management and quick clear efforts, and deployment of first system level ramp metering project in Ohio.

Selected and implemented a budgeting and accounting system that provided the ability to manage allocations and expenditures in a decentralized environment. Responsible for district’s $34 million operating budget. Achieved wide-area connectivity; implemented electronic imaging filing system and bar coding technology for inventory. Developed performance measures for and managed five business areas including information technology, human resources, labor relations, finance and accounting, and facilities management.
