  • 10 years as Transportation and Program Administrator with the Ohio Department of Transportation
    • Defined core business processes, focused attention on customer requirements and business results.
    • Designed multi-year systems condition forecasts and directed funds to improvement of transportation system.
    • Introduced project management approach to program delivery.
    • Managed $60 million capital investment program for one of ODOT’s largest transportation districts.
    • Supervised 35 person technical engineering and environmental staff.
    • Established interdisciplinary teams of planners, environmental scientists, real estate professionals, traffic, and design engineers responsible for project definition, development, and stakeholder coordination.
    • Established performance measures to validate accomplishment of critical success factors including project delivery, system conditions, and crash rates.
    • Integrated preliminary engineering functions and planning to support project selection and environmental review process defining a clear project scope early in process which reduced scope expansion and cost escalation during project development.
    • Managed integration of Intelligent Transportation Systems (ITS) solutions into planning strategy.
    • Responsible for operations of ITS program, development of incident management and quick clear efforts, and deployment of the first system level ramp metering project in the State of Ohio. 
       
  • Major Project Delivery Responsibility and Experience: 
     
    • Eastern Corridor Multi-modal Program of Projects
      • Recipient of ASHTO Context Sensitive Solutions
      • Best Large Urban Project 2006.
      • Project included multi-modal, multi-jurisdictional comprehensive transportation planning; incorporating land use, green infrastructure and economic impact analysis. Evaluated economic development efforts, resulting in a program where all projects are reconciled across modes and jurisdictions. 
         
    • Interstate 75 Corridor in Hamilton County, Ohio
      • Program Manager and Project Coordination: Program resulted in $450 M major rehabilitation and expansion of urban interstate system.  Advanced regional approach to strategic transportation investment, evaluated appropriate level of expansion of key international trade corridor in light of existing financial and environmental constraints.  Argued successfully to distribute investment across the regional network. 
         
    • Brent Spence Bridge
      • Administrator in Charge:  Functioned as liaison between ODOT and KYTC during Interstate 75 Ohio River crossing engineering feasibility study.  Preliminary development budgeted at $18 M, construction estimated at $2.5 M - $5 M (2015 dollars) 
         
    • Uptown Cincinnati Study
      • Senior ODOT Project Team Representative:  Assisted MPO with its initial application of ODOT’s integrated planning and environmental process in a complex urban setting. 
         
    • State Planning and Research Project
      • Project Design:  Designed study to create a replicable methodology to measure the economic and fiscal impacts of a major transportation investment on local governmental units in Ohio (a home rule state), and translate those net revenue streams (less cost of service) into a financial strategy based on contribution by benefit rather than geographical location. 
         
    • Interstate 74 Coordinated Ramp Metering Project
      • Planning Administrator:  Administered pilot project to address significant safety and congestion and travel time reliability problems on constrained urban corridor not scheduled for major reconstruction in the short to medium term. 
         
  • 7 years experience as Chief Administrative Officer
    Responsible for managing finance, human resources, facilities, and information technology, in both the public and private sectors. 
     
  • 10 years experience in Public Accounting practice
    Practice focused on audits of Federal Programs, Non-Profit Organizations and the Construction Industry.
